IRWA Chapter 2 Treasurer, Joe Basuino
Joe Basuino started his career in the Right of Way Profession in 1990 as a Caltrans “Range A” Right of Way Agent. At Caltrans District 4, Joe rotated through several assignments including relocations, acquisitions, planning and management and property management. In 2000, Joe was promoted to Senior Right of Way Agent at Caltrans Headquarters in Sacramento where he served as a facilitator for the Management Board, instructed the acquisition module of the Right of Way Academy I, worked as a course developer and statewide training coordinator.
Joe is currently serving as a Principal Right of Way Officer with the San Francisco Bay Area Rapid Transit District (BART), where he has been employed since 2006. In his position, he provides right of way project management for BART extensions and infrastructure renewal projects. He represents BART in providing oversight for VTA’s Silicon Valley Berryessa Extension. Joe is also working on a team for the potential of Transit Oriented Development at the North Concord/Martinez BART Station.
He is a graduate of Cal Poly San Luis Obispo with a Bachelor of Science in Industrial Technology concentrating in Facilities Management. Joe obtained his Master of Science degree in Transportation Management from San Jose State University through the Mineta Transportation Institute.
Joe is in the process of finalizing one last class required for him to receive his SR/WA designation.
